Public Comments on Proposed Citizenship Fee Increase
June 24, 2026 ─ On June 22, the Department of Homeland Security (DHS) published a new rule proposal to raise naturalization fees by 75% or more and eliminate fee waivers, creating more obstacles to U.S. citizenship for New Americans. The proposed rule would limit the pathways to citizenship for low-income individuals through exorbitant fee increases, making naturalization unattainable to many who are eligible. This would directly impact nearly 70% of the Institute’s citizenship clients.
While prior increases to citizenship fees have typically fallen between 10-20%, the current increase far exceeds that range, placing a much greater financial burden on applicants than we have seen in the past. This is just the latest measure the administration is taking to narrow legal pathways to citizenship, restricting full membership in American life through naturalization and the safety and protections that come with it.

“Becoming a citizen is a substantial milestone in the life of an immigrant or refugee. But it’s also the most meaningful form of protection they can have,” said Jane Graupman, Executive Director of the International Institute of Minnesota. “The proposed rule effectively shuts out eligible immigrants from citizenship based on their financial status, creating an American dream that is only attainable for those who can afford it. It is needlessly cruel, unjust, and un-American.”

This is a proposed rule, meaning it does not go into effect immediately. There will be public comments open for the next 60 days, until August 24, after which all comments will be reviewed before publishing a final rule.
