Statement on Travel Ban

June 9, 2025 ─ On June 4, the president issued the executive order, “Restricting the Entry of Foreign Nationals to Protect the United States from Foreign Terrorists and other National Security and Public Safety Threats.” The order restricts entry to the U.S. from 12 countries beginning on Monday, June 9: Afghanistan, Burma, Chad, the Republic of Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan and Yemen. Partial restrictions, specifically to those with tourist and student visas, will apply to seven other countries: Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela.

The International Institute of Minnesota condemns this travel ban. When worldwide displacement is at an all-time high, this disproportionately impacts vulnerable people who are experiencing humanitarian crises or escaping from active conflicts. The impact of the travel ban will be felt by refugees and U.S. citizens who are separated from their family members prolonging separation for an indefinite period of time. We recognize the order’s carveout for Afghan Special Immigrant Visa (SIV) holders, who assisted the U.S. Government during the twenty-year occupation of their country, as well as persecuted religious and ethnic minorities from Iran, but those exceptions do not address the needs of displaced people seeking safety and security.
