Statement on the end of Operation Metro Surge
February 12, 2026 ─ The International Institute of Minnesota is relieved and cautiously optimistic about the announcement of the conclusion of Operation Metro Surge and the removal of thousands of federal immigration agents from the Twin Cities. As we move forward, our immediate priority is those who are still detained. We will focus on securing their release and ensuring they receive expert legal services and support needed.
Today, we are relying on the administration’s words, but there is still cause for concern. The proof of this announced conclusion will be in the reality of what happens in our community. We will continue our rapid response work and operating with the safety of our clients, students, and staff in mind until we see evidence of the removal of federal immigration agents.
Throughout the largest federal immigration operation ever, Minnesota has endured a harrowing several months filled with stress and hardship. The pain, trauma, and damage have taken a toll. All our communities will need time and support to recover mentally, physically, and financially.
A major first step to begin this healing process is returning all of those currently in detention to their families who pose no threat to the community. People who have been shipped across the country, as well as anyone detained here in Minnesota, deserve to have their dignity and freedom restored. With Department of Homeland Security data showing that less than 14% of ICE arrests have been people with violent criminal offenses, we know the vast majority of those in detention are not a threat to their communities and need to be returned home immediately.

In the midst of everything that has unfolded since early December, we have been deeply moved by the way our communities have shown up for one another. Seeing people step forward to advocate, protect, and care for their neighbors has been a powerful reminder of our shared humanity.
The compassion we have witnessed—from strangers, volunteers, and longtime supporters—has been nothing short of humbling. It reflects the deep sense of responsibility Minnesotans feel toward one another and their unwavering commitment to standing up for their neighbors.
Whether through financial support, packing and delivering groceries, showing up in the streets, or offering words of love and solidarity, you have made it clear that immigrants and refugees are not alone. Your actions matter, and they make a real difference.
“Our heart goes out to everyone who has been affected by this operation,” said Jane Graupman, the Institute’s Executive Director. “There will be a lot of repairs needed for our communities to recover, but this operation has not broken us. Instead, it has made our communities and state stronger than ever in our resolve to stand with our immigrant neighbors.”
