Refugee Services Program Manager

About This Position

The Refugee Services Program Manager is a critical member of the Refugee Services team, providing management for programs supporting newly arrived refugees in our community.  The Refugee Services Program Manager is expected to exhibit excellence in each of the following competencies:

  • Grant Management: Manages program budgets, tracks actual expenses and proactively identifies trends or concerns that impact program performance and quality of service
  • Program Management: Ensures program goals and outcomes are met and proactively problem-solves to improve efficiencies and account for external influences on success
  • Staff Training and Coaching: Responsible and accountable for all hiring and training of new hires and interns, and creates and implements staff gratitude and recognition activities
  • Hiring, Onboarding, and Transition Planning: Leads the hiring process for each program, manages onboarding for new hires and communicates transitions timely and effectively
  • Communication: Exceptional communicator who interacts with, and responds timely, respectfully, and professionally to, all internal and external partners
  • Critical Thinking and Problem-Solving: Approaches work from a high-level, big-picture perspective, and prioritizes program performance, staff well-being and quality of service
  • Personal Professional Development: Demonstrates commitment to seeking out opportunities to improve personal performance as a way of uplifting and supporting team members and their work

DEPARTMENT: Refugee Services

REPORTS TO: Director of Refugee Services

Salary range: $65,000 – $72,000; Starting salary is dependent on demonstrated years of equivalent experience.

FTE: 1.0

FLSA Status: Exempt

Primary Responsibilities

  • Manage the Matching Grant, MNsure, and Refugee Cash Assistance programs within the Refugee Services department at the International Institute of Minnesota
  • Train and supervise up to 10 staff members
  • Facilitate weekly program meetings as well as one-on-one staff check-ins to ensure ongoing program compliance, discuss trends and seek opportunities for process improvement
  • Manage program budgets and client expenses, and proactively identify concerns or trends leading to reduced program success
  • In partnership with the Institute’s Finance team, complete required invoicing and reporting for the funder in accordance with program deadlines
  • Attend trainings and meetings arranged by the funder as well as external partners
  • Develop strategy for tracking program outcomes and goals to maintain program compliance and support the Institute’s objectives and outcomes
  • Perform quality assurance monitoring of program case notes, case files and finances
  • Proactively seek out new employer relationships and other partnership opportunities to support program goals and client success
  • Prepare and deliver community presentations on refugee experience and employment
  • Other duties as assigned

Experience and Qualifications

Requirements:

  • Minimum of three years of program management experience, preferably in a social services setting
  • Experienced working in a highly cross-cultural and diverse environment
  • Excellent communication skills, with the ability to identify and prioritize urgent matters, while also being reliable and responsive to all internal and external partners
  • Excellent discretion and critical thinking skills
  • Ability to effectively manage multiple programs and balance grant and program management, including budget, performance and personnel
  • Interest in and commitment to frequently reviewing processes to assess for maximum efficiency and best use of resources
  • Flexibility and openness to adapt to quickly changing program requirements and funder expectations
  • Commitment to the human rights and general welfare of asylum seekers, refugees and immigrants
  • Must be capable of working in a fast-paced, multicultural office environment, take initiative and be able to handle and prioritize multiple assignments at once
  • Commitment to the use of strengths-based client approaches, and to supporting families in their journeys to becoming confident, independent and self-sufficient
  • Valid driver’s license and access to own transportation required; must be willing to transport clients in personal vehicle
  • Ability to work some late nights and weekends
  • Strong organizational skills and attention to detail including comprehensive case noting
  • Skilled in problem solving and able to independently address issues as they arise
  • Experience with Microsoft Office applications, including Word, Excel and Teams

Preferred experience:

  • Ability to speak Arabic, Somali, Burmese, French, Karen, Spanish, or Swahili preferred

Additional Requirements

  • Use of manual dexterity, tactile, visual and audio acuity.
  • Use of repetitive motion, prolonged periods of sitting, and sustained visual and mental applications and demands.
  • Occasional lifting (up to 25 pounds), bending, pulling and carrying.

The Institute assists low income New Americans in their transition to a new homeland by providing comprehensive services for successful integration. The Institute serves more than 4,000 New Americans annually with new arrival social services to employment placement and advancement through to U.S. Citizenship attainment. Programs are divided into three primary areas: Refugee Services, Education and Employment Training Services, and Immigration Services. The Institute also provides advocacy for policy reforms and supports systems change that improve opportunities for New Americans to move their lives forward.
